Cardinal Joseph Coutts and Archbishop Benny Travas, the Archbishop of Karachi, Pakistan, agree that LG 8, 14,16,UR 3, NA 2, GS 22 etc in Vatican Council II are not practical exceptions for the Athanasius Creed, the dogma extra ecclesiam nulla salus , an ecumenism of return of the Syllabus of Pius IX and neither for CCC 846 on outside the Church no salvation. CCC 846 also cites AG 7. This would be the new interpretation of Vatican Council II by the Focolares, the Charismatic Renewal, the New Cathechumenal Way and the Legion of Mary in the diocese.
With LG 8, 14, 16 etc being only hypothetical and invisible, Vatican Council II has no practical exceptions for the exclusivist ecclesiology of the Roman Missal at the Latin Mass and Tradition in general. The Council is no more liberal.

1. Cardinal Joseph Ratzinger did not tell Archbishop Marcel Lefebvre before his excommunication that LG 8, 14, 16, UR 3, NA 2, GS 22 etc in Vatican Council II refer to hypothetical and invisible cases. So Ad Gentes 7 (CCC 846) was aligned with the dogma extra ecclesiam nulla salus of the Council of Florence 1442 and LG 8 etc were not practical exceptions for AG 7, EENS or CCC 846.
2. Pope John XXIII did not announce that the 1949 Letter of the Holy Office (LOHO) to the Archbishop of Boston made an objective mistake. It confused invisible cases of the baptism of desire etc as being visible and known exceptions for the dogma EENS, Feeneyite EENS. So EENS and Tradition was made obsolete with this ruse, or error.

The Missionaries of Charity Contemplative Brothers of Mother Teresa, under the Rome Vicariate support the SSPX on the dogma extra ecclesiam nulla salus(EENS), which is aligned with Vatican Council II. This is when Ad Gentes 7 and EENS have no practical exceptions in LG 8, 14, 16 etc in Vatican Council II.
Also Cardinal Baldasarre, the Vicar General in Rome, and the Offices of the Rome Vicariate, have to support Fr. Davide Pagliarani on the teaching outside the Church there is no salvation (CCC 846 etc). Since Vatican Council II is now dogmatic (EENS/ AG 7) and ecclesiocentric (AG 7/EENS).
Even though many prefer to support Pope Leo instead, they are restricted by the text of Vatican Council II, when it is interpreted only rationally.
